As early voting begins Monday in the sunburn state of Florida controversy has already developed around a Democratic National Committee/Kerry-Edwards election manual.

The election manual titled — “FLORIDA VICTORY 2004” -obtained by the DRUDGE REPORT, advocates an apparent unlawful “BALLOT PICKUP” drive by campaign volunteers.

Chairman Gillespie Statement on DNC/Kerry Campaign Document Instructing Democrats to Make Up Charges of Voter Intimidation

RNC Chairman Ed Gillespie issued the following statement today regarding a Kerry/DNC campaign document that instructs Democrats to make up charges of voter intimidation even if no signs or evidence of voter intimidation actually exist.

“This document proves the Kerry Campaign and the DNC are more interested in scaring minority voters than in working to reach out to them on Election Day, even if it means completely making things up.

“The Kerry Campaign and the DNC are instructing Democrats around the country to make charges they know to be false, and to manipulate the media into printing and repeating the false charges in newspapers around the country.

“Republicans have worked hard to reach out and bring the President’s message of hope and optimism to all Americans, including minority voters around the country. John Kerry sees these efforts, is concerned by them and is now working to scare those voters with lies and wholesale fabrications.”

But many liberals can’t be bothered with a positive agenda. A new 300-page report by the American Center for Voting Rights, a group with Republican ties, documents both examples of voter fraud as well as the flimsy nature of many charges of voter suppression. David Porter, the deputy editorial page editor of the Orlando Sentinel and an African American, says he was “bewildered” last year by reports of voter intimidation in his city that didn’t pan out. John Kerry routinely accused Republicans in the 2000 election of “disenfranchising a million African Americans and stealing their votes” but provided no evidence. In that vein, a Kerry election manual advised workers that if they hadn’t seen signs of intimidation they should “launch a ‘pre-emptive strike'” and cry wolf anyway.
